Absolute absolution or a sham amnesty?

Justice Jain’s reports appear to suffer from the incurable habit of getting leaked before being tabled. The learned Judge of course claims that he has nothing to do with the leaks, but the final report in which he has reportedly pleaded innocence about the earlier leak has also found its way into the hands of the media.
