GCC imposes fines to eforce responsible pet ownership

The Greater Chennai Corporation (GCC) has recently passed a resolution imposing fines on pet owners to promote responsible pet ownership and maintain city cleanliness starting November 24, 2025.
Owners who fail to obtain a valid license for their pets, including dogs and cats, will face a hefty fine of Rs. 5,000. This licensing system, which has been active online since August 2023, requires owners to register their pets, upload photographs, pet vaccination certificates, and microchip details for identification and rabies control.
Additionally, pet owners taking their animals out in public without a collar or leash will incur a fine of Rs. 500. The corporation also strictly prohibits allowing pets to defecate in public spaces as part of its effort to enhance hygiene.
To enforce these measures, health workers will conduct door-to-door inspections across Chennai, and fines will be collected by health and sanitation inspectors.
The GCC has also introduced free microchipping services at its pet clinics and trained private veterinarians to assist pet owners. This microchipping initiative aims to curb pet abandonment and ensure timely rabies vaccination, with 2 lakh microchips and RFID readers procured to maintain a comprehensive centralized database.
The upgraded online portal facilitates easier licensing and monitoring of pet dog populations in the city.These measures reflect the corporation’s commitment to transform pet regulations, improve public safety, and uphold cleanliness in Chennai’s urban environment.
